PARENT COUNCIL MINUTES - January 20, 2000

Call to Order & Welcome
Chair opened the meeting at 6:35 p.m. and welcomed everyone.
Agenda was amended to add presentation "Suicide Prevention", "Work Order System"

Acceptance of Minutes

Jim Dalrymple made a request that the minutes be accepted

Business arising from Minutes

Residence Phones

  • phones/visual alarm connected
  • floor lamps will be added
  • notice will be going out to parents January 21, 2000

Residence Audit

  • Henryk - will be back in June for final audit to make sure work completed
  •  
  • Jim - there is/was a concern of work order completion due to cadets using residence

REPORTS

  • Work order Report - L. Vigna
  • Lou explained the work order system
  • priorities given to Health & Safety ie broken windows
  • must meet minimum standards re: alarms
  • re: asbestos tiles - project of replacing asbestos tiles has not been completed due to the cadets occupying the area in the summer
  • hard to do during school year because that would mean closing off TV rooms etc. for 3+ wks
  • Asbestos tiles in residence are not posing a health problem
  • Q. Henryk -could maintenance work overtime on weekends
  • A. Lou - would have to be negotiated between management/union. Collective agreement says (5 days) Manager would have to be on-site
  • Henryk - feels there should be a manager on site weekends (even 4 hrs)

ACTION: Lou will pass this information on to the Employee Relations Committee

  • Q. Henryk - why have some of the work orders been there for 2 yrs? example: Sr. Res. - hole in laundry room ceiling
  • A. Continuing problem caused by steam leak. Hopefully problem has been solved.
  • Q. Jim - what is the effect of having Parent/Council volunteer help?
  • A. Lou -grievance - would have to be negotiated
  • Q. Mrs. Domney - would be an insurance issue?
  • A. Lou - no - if staff were on site
  •  
  • Q. Charlie - have we checked out "on job placements" i.e. Loyalist, Loyalist would cover the students WCB etc.
  • A. Lou - it is usually the school that contacts the employer. We have not been contacted.
  • Joyce feels as a union member that if we need placement students to help complete the work, then we should be hiring for that department.
  • David - feels it should be a non issue as the students would not be paid
  • Henryk - meeting should be set up with management/staff re: hiring or placement students
  •  

Suicide Prevention Protocol - K. Palmer

  • copies of the protocol were distributed and Ken Palmer explained that priority 1-4 involved the safety of the student, priority 5 was to contact parent, and 6 was to contact management

  • primary responsibility - M. Zadow and K. Palmer
  •  
  • open to suggestions
  •  
  • taught at high-school level. Students can talk to teacher, counselor, K. Palmer
  •  
    • Joyce noted that K. Palmer & D. Milne are coming in Mondays to talk to students
    •  
    • parent concern that they do not know what is going on when it is not their child involved. Is it a matter of       confidentiality?
    •  
    • Ken Palmer - any parent concerned should contact Ken Palmer or Larraine. Student would not be named but could generalize the situation.
    •  
    • Beth - concerned that not all of the teachers were made aware when a situation occurs
    •  
    • Larraine - meeting was held with students/teachers
    • debriefing - what was good/bad, ways to improve
    • noted that elementary teachers had been missed
    •  
    • Gerard - asked that Residence Staff be informed of what happens in daytime so they can be prepared
    • noted that 16+ - must have student permission to call parents
    • feels it is important parent informed - regardless of consequences would inform parents
    • Judy - our consent form states 18, there is flexibility on legal age
    • Jim - asked about T.E.R.T.

    Action: Cathy will send another T.E.R.T brochure with the January newsletter

    • Jim thanked David Milne & KenPalmer for coming and welcomed Ellen Eagles

    • David N. - as a council, we should back the protocol

    CHAIR REPORT - NO REPORT

    SHAREHOLDERS REPORT - J. Nemis & H. Winiarczyk

     Judy distributed copies of report and draft copy of PR Committee report
    • Next meeting will be held Feb. 9th
    • Future Directions - shareholders asked to address
    • Direct Service (current) vs. Governance Local School Board
    • Important that parents identify what needs are to be successful
    • What should program look like?
    • If we look at other agencies, must look at funding
    • Hellen Bogie would like to know our stance re: Future Directions
    • Judy feels that funding from Ministry is good idea but there are no trustees
    • "layers too high'
    • Henryk feels that doing our "own housekeeping" would be a good idea (in local school boards, the trustees are accountable to the taxpayers)
    • Judy & Henryk feel that Hellen Bogie is approachable, listens to needs & concerns
    • Janet Ecker had a very positive "on site visit" at Robarts. Might possibly visit SJW
    • Lou - SJW website would be a good way to make people aware of SJW

    Off Campus Trip

     Gerard - developing policy, we send yearly consent forms

    Told that Clive Hodder said we need to have consent for each trip

    • Judy said the S. H. Committee said "Blanket" for local, individual consent for "special"

    • Larraine noted that we send out consents for each class trip

    Teacher Recruitment

     
    • Sandra - very happy they are looking at recruiting teachers of the Deaf. Soon, 50% of teachers will be retired

    Principal's Report

     
    • Attendance books are being used by all classes
    •  
    • Security review with Lou re: basement rooms
    •  
    • Pleased with staff stopping visitors (all visitors must have a pass)
    •  
    • Visual communications have started again
    •  
    • Larraine read her report - PLEASE SEE ATTACHED REPORT FOR COMPLETE DETAILS

    Questions arising from report:

    • Ellen - Rubrics - what is it, is it just for deaf students?
    • No - Rubrics is a guideline used province wide which outlines expectation
    •  
    • Jim - Do we not have a visual alert system, any other system in place?
    • Lou - No - just panic button. Call goes from downtown to school to Larraine's cell phone
    • Henryk - Could T.E.R.T. team respond to panic button?
    • Larraine - No capability to alert everyone at the same time. Kim is trying to develop software capable of doing this
    •  
    • Ken R. noted that when computer screen is flickering, it is a signal that someone is trying to contact them on Corel system
    • Judy - What happens at lunch when no one is at computer, do we have a PA system?
    • Lou - deaf environment, PA system was taken out
     
    • Judy feels that both systems need to be in place as a safety factor
    • Charlie asked if PA system could be rigged up to a lighting system
    • Gerard feels that interactive pagers are best, but won't be available to Belleville for 5 yrs.

    • Judy - pagers don't let you know if call is an emergency
    •  
    • Esther - explained how pagers could be coded for priority ie. 1= fire, 2= lock doors, 3= get here quick etc.
    • Henryk - feels this method would be fully accessible to all staff

    Action: Lou will check out the cost of PA system and discuss with M. Thompson for next budget as a Health & Safety Issue.

    Lou will explore the pager issue


    Residence Report
    • Budget for 2000/2001 is fairly positive
    • Financial people were here before Christmas and 16 pages full of identified needs were presented to them
    •  
    • Student Health Services - Flu shots were made available - priority given to staff, good response
    •  
    • Perry House - will receive award from Heart & Stroke - raised most money for Eastern/Northern Ontario

    Re: R.A.C. - haven't met since fall, should it continue or not?

    • Judy suggested that questions and responses could be done by e-mail and brought to Parent Advisory Council
    • Henryk - feels meeting could be held every 2-3 months
    •  
    • Joyce - Residence Activities
    •  Downhill skiing starting in Batawa
    •  Ski trip Feb. 28, 29th & Mar. 1 to Mount Tremblay - permission forms were sent home
    •  Students who didn't ski in Batawa - not allowed on Mount Tremblay trip
    •  Canoeing/Camping trip in May. Workshops on emergency first aid, survival training, gear being held
    •  Ball Hockey has started - tournament in Milton on March 8th
    •  Boys Basketball practice has started - tournament in Toronto end of Feb.
    •  Trying to establish a basketball league with hearing (waiting for response from Dept. of Recreation)

    Student Parliament Report (T. Snider)

    • Meeting was held to plan activities for Winter Carnival (Jan. 27th)
    • Discussed lunch/after school activities ie. cards, board games, T.V. etc
    •  
    • Ken Roberts noted that Student Parliament is now responsible for the Friday assembly and are doing a very good job

    Membership Committee Report

     Jim and Peggy are working on membership

    • Henryk asked if there is any representation from elementary. Yes - Ellen Eagles
     
    • Ken Roberts suggested that to get people involved - have a workshop, social afternoon, supper, along with meeting (perhaps on a Friday after 3:00 p.m.)

    -  first meeting could be to discuss what kind of workshops to offer

    - perhaps wait until after reports go out so it could be tied in with parent/teacher interview

    • Jim - Tentative Date - March 31

    Bring & Brag

     
    • Ken - re: Unique Christmas - 140 attended, set a new record for the shortest program - 35 minutes
    •  
    • Gerard - first host family for our visiting exchange student from New Zealand - Shontelle Norris.

    Shontelle can lip read, uses 2 handed British signing method - learning ASL

    • Charles - 1969/70 yearbook - will share with us at next meeting

    Getting married in 3 weeks (Congratulations Charles)


    Correspondence

     

    • Jim received correspondence on quality daily physical activity

    • Larraine noted that SJW has a rep (Lisa McMechan) who has attended these workshops

    Transportation Safety

    • Jim - need to devote more time (table for next meeting)

    • No emergencies
    •  
    • Some of the issues are - northern students can't cancel plane tickets, therefore can't stay for weekends, number of students per bus, behavior, non-signing drivers
